Irrigation system problem

My Rainbird irrigation system has one station that's not functioning. When selected, the numbers flash indicating power to the valve. I also measure voltage at the box terminal when the switch is set at that station. My guess is a bad valve somewhere, but I'm not sure exactly how they function, or where to look for it.

I found one box in the ground with the wire splices and one manual valve, but nothing else.
