refridgerator won't turn on

A friend of mine just picked up on old fridge from a family member. He went and picked it up in good working order, drove it two hours, then tried plugging it in and isn't getting any power. When you plug it in to an outlet we know works, it doesn't do anything. I replaced the bulb and the bulb isn't turning on so apparently it is not getting any power at all. Before we give up on it, are we missing something? Is there some simple little switch that needs to be reset? The best identifying information I can find is a Fridgedaire Frost proof elite, model number FPE-21TC.

Rotate the thermostat to a low temperature or look for a "run" "stop" switch.
