My disposal hums, but will not start spinning. I can give it a "push" with a wooden spoon to start it spinning and then it is fine. But if I turn it off and let it stop spinning, then turn it on again, just a hum. There is no jam or anything because once I manually start it it goes fine. Almost seems like there is not enough power geting to it. We just moved in, it is a builders model so the disposal probably sat un-used for 18 months. Any ideas?

Sounds like the bearings are 'tight'.
That's usually a sign of an internal leak but could possibly be caused just by non-use. I don't know that anything could be done for it short of taking it apart and possibly replacing the bearing if damaged. It might work itself free but I wouldn't count on it.

sounds like the centrifugal start switch is burned up or just not making contact. at the motor's end is a contact connected to two fly-balls which move outwards when the motor starts, disconnecting the start winding/ capacitor. check for freedom of movement when you get it apart.
