I'm afraid that is not enough information to identify the appliance in question. What is needed is its complete model number.

    water device under the filter
    Part(s) of the pump?

water just come up out of the spray arms, and does not spin them
A leak in any part of the wash system will cause reduced water pressure to the spray arms, resulting in poor movement. Has anyone checked for leakages in the wash system? Depending on the model, where the arms attach are common places for leakage.

    pumps in fine
Appliances do not "pump" water in to fill. A water valve simply opens and allows the house water pressure to force it in.

    JFYI
