Washer won't move to next cycle. Will turn off and on manually but timer won't move to switch from wash to spin to rinse to spin... what do we need to do to get it to work?

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number ("70 series" isn't it).

If the timer's motor IS getting power but the timer is not advancing, HayZee518 may be correct that the timer is defective and needs to be replaced. In such a case the timer would usually never move on its own at any point through the cycle.
If the timer's motor is NOT even getting power, there is a problem elsewhere in the machine. And if the timer is just not advancing to the spin/drain functions (but advances by itself at other points), a problem elsewhere in the machine is more likely.
