I wouldn't think so, no. Most Frigidaire washers don't use any kind of tub braking system which on other makes could produce such a sound at that point in the cycle. On most Frigidaire washers the tub just coasts to a stop after spin.

A 'chunk' out of the belt, motor pulley or transmission pulley might cause such a sound but I would expect those to produce sounds during both spin and agitate and for the whole duration.If the sound isn't normal, is it a flat spot somewhere ?
Something might not be attached properly (eg. tub to transmission, etc.) or something loose (tubing rattling, suspension moving too much, etc.) and causing the sound.
Someone will likely need to try to pinpoint exactly what component(s) on the machine the sound is coming from before an estimation of possibles causes can be made. Of course the machine's actual model number will also be required to look up what washer design is involved as well.
