Arms Dont Spin In Dishwasher

Hi:

I have a Frigidare [made by electrolux] model GLDB653AS2 dishwasher. Ive always wondered why my dishes have some powder soap on them after running the machine. It never occured to me to open the door and jam something into the contact latch pin and watch the dishwasher operate until today. Well ittakes in water and goes into thr bottom tub but none is visable on the bottom surface. Then after filling the water sprays out of the bottom arm for a few seconds and thats all. none of the arms move after that.I think its always been like that from the day we bought it. any suggestions would be helpful. thank you

Improper installation?

it takes in water and goes into thr bottom tub but none is visable on the bottom surface... I think its always been like that from the day we bought it.

That could possibly be due to incorrect installation (see the following link).
