So, here’s what I have, I want speakers in at least 3 – 6 separate rooms, all to work independently or at least disable or enable rooms at will from a radio (long range of up to 75ft) remote control, and have it work with MP3s from a server. I’m already setting up the house with CAT6 wires so I’m setting up each TV to work with Windows MCE and getting the Ceton Tuner for cable. Then having each entertainment/TV have a bookshelf PC to run Windows MCE indepentantly.

Is this the best bet for what I’m thinking?

Sorry, you question is way out of my technical league, but I'm curious... will your plan require "at least 3-6" separate Windows licenses?

you'll need to consider the speaker impedances. most are 8 ohm but when you start to series them or parallel them [even with a crossover] the ohmic impedance changes. a mis-match with your system will burn out something.
