I know a little about this but is there a certain height that an outlet has to be in the basement? I live in North East MD. is there a place where i can go and find the state codes for this.

there is no code ruling in habitable rooms but rule of thumb no less than a foot off the floor, unless the outlet is installed in a baseboard. In kitchen areas, no more than 48 inches from the floor, or above the splashboard over counters and adjacent to sinks - sink areas gfci protection within a 6 foot radius from the faucet center location
