Doorbell chimes not working

Hello. My doorbell chimes are not working. The transformer is working. An electrician tested the transformer. The doorbell button is working. The contacts have been cleaned. The motor runs when electricity is applied to it. The chimes are not working properly. The plungers do not activate. There are broken wires on the back and I am not sure if this the problem is how they connect together. Thanks.
