Hello out there

Just needing some help. I just took up some outdoor carpet and it had lots of glue underneath that stayed on the cement. I want to paint this cement but i'm told I have to remove the glue. Is this a) a fact and b) any ideas on how to do it.

a propane torch with a spreader head will soften the glue for removal.
