    If your simply trying to contain what "might" have fallen to the ground then your probably better off digging your perimeter drain the applying a concrete surface over the area, by just simply adding 2' square slabs your not stopping any transference of possibly asbestos, and to make matter worse the simple act of laying these pavers will create more problems than before. Either a laid slab or a shot-crete covering (similar to a pool) would contain any loose particles.
    You probably should be more concerned with encapsulating the existing asbestos covered pipes.
    As for the water coming in, your much...and I mean MUCH, better off stopping the water coming in in th first place, try to regrade the water away from the house.
