I am adding a new bathroom to my 60 year old home. We want the new shower to match the original old home shower's ability to put out 12gpm pressure without a shower head on. I am finding it difficult to find a valve that will allow that much pressure in this day and age. Are there any recommendations for a good high pressure valve that's not going to break the bank? I'd love to see pros and cons of what is out there.

Since the maximum allowed flow per showerhead is 2.5 GPM I'll have to wish you luck on finding a single valve that will match that flow nevermind the showerhead that will deliver it.
People that feel compelled to waste water these days have to bypass the law by installing multiple showerheads and if the flow is high enough multiple valves to control the flow.
The real question is why would you need that amount of water?
There are a number of well engineered showerheads that do a very effective job of delivering the 2.5 GPM flow that allow a very pleasant shower experience. I have a Speakman Anystream Showerhead that I really like in my home. It is the same one that I enjoyed when staying at a Marriot Hotel and I had to have it!
