That's actually the top of the heater, a gas fired unit, so it could be condensation from the flue, as natural gas has moisture in the combustion exhaust, but it could be leaking from the water inlet or outlet, clean it off and observe where it comes from, if its flue condensation, the flue is installed incorrectly, if its the tank leaking, it means a new hot water heater, price them at your local plumbing supply or big box store, an identically sized unit would be the cheapest too install, kits are also available at these stores to enable the homeowner to do it themselves as it is not that hard to do.
