A stuck float switch. The vibration is holding the float up, and then when you unplug it, the float drops down as it should and it isn't running simply because there is low water in the sump...so you really don't want it to run. To verify this theory, uplug it and then intentionally fill the sump and I bet the thing runs again. Another possibility is the sump shifted in the sump pit itself and the float is dragging on the wall of the pit. Pulling and or repositioning sump pumps is an easy task which requires simple observe and tackle it approach. You should be able to unbolt the cover and take a look. I had to change a burned one out last year and it only took me minutes. What took the longest was me salvaging the pvc threaded adapter out of the old one and putting it in the new one, when I had the pump out of the pit.
