My shower drain is leaking where the drain meets the PVC (see images). Do I need to tighten the "nut", put silicon around the fitting where it is leaking, or am I totally off base and need to do something else.

It looks from your pictures that you can tighten the nut. There is normally a rubber washer above this nut between it and the shower base.
The "blue" on the pipe looks to be PVC cleaner, this would indicate that the pipe at some point is glued, make sure that the leak is not at the "glued" joint.
