If you use a non-metalic supply line (Pex, CPVC, etc) then fixture grounding is not necessary, correct?

What if by the breaker panel you have non-metalic but farther down you adapt to copper or galvanized. Then do you just use a grounding jumper from the panels buss to a clamp on the water line?

It is almost always within code to use two 8' grounding rods, 6' apart with continuous copper wire from the grounding lug in the breaker box through the clamps on both rods.
