    How much damage to the drywall paper is too much to texture over?
    I removed some wainscoating panels that had some glue and nails attaching to drywall and left some strips where the paper peeled off from the glue. The edges where torn is very smooth and tight. When would be necessary to replace drywall due to torn paper?

    Since you'll need to prime the area anyway, spray those areas with KILZ, which will cause the raw material to solidify and appear as a rough surface.
    Sand lightly, apply a light, thin coat of a spackle or drywall compound, sand and prime again.
