    is there a such thing as sound proof jip rock? how much does it cost, and is it effective? thanks

    "jip rock", I think you are mixing terms.
    Gyp is an acronym for gypsum which is drywall.
    Rock is an acronym for for rock lath, one type of the base sheet for
    interior hard wall, plaster.

    There is a product, applied to framing, that is manufactured by the drywall industry which is a sound absorption.
    There are also several "systems" which can be employed to affect sound transfer, both on the producing as well as the transferred side.
