I need some advice on how to repair the floor in my garage. For some reason the previous owner tarred over the cement and its starting to crack and fall apart. It's not horrible right now, but after a few more years it is going to look terrible. Is there any way to remove the tar and get back to just the cement floor? I have a feeling the reason they may have done it is because the driveway sits up higher than the cement floor and they want it to be even. Any advice would be greatly appreciated!

Kinda hard to remove the tar because you have to heat it to become fluid, then you can scrape it up. You might put down a skim coat of concrete but what's to say that will not crack. even with a mesh embedded in the concrete I wouldn't put any money on it!
break it up with a sledge hammer and put down new concrete. Use a binder between the old and new mix.
