Stucco

I have a small section of exterior wall under my deck that all the stucco has fallen off of. The reason it fell off is cause the builder put tar over the concrete thinking that that section was going to be buried.

How can I fix it, do I have to remove the tar? Attach cement backer board? Just attach mesh to the concrete and restucco? In need of suggestions. Thanks

Because of the tar on the wall, add a layer of roofing felt then the wire and apply the stucco to the wire, obviously stucco won't adhere to any wall sealing system. You will probably have to paint the surrounding stucco edges with a bondcrete product to help with adhesion of old and new stucco.
