RUSTY support?

we live in a dampish area on canadas west coast.
this is a 7 year old house.
what do i do?
about the rusty bit.
there also seems to be a gap under it.
I assume the bracket was to make the bricks level.
thought i might dremel off the rust i can see then paint it with rustoleum.
