I am unable to close the garage door. The sensor light is blinking, which made sense at first. I tried cleaning the sensor, making sure it's aligned, all the suggestions I could find. I gave up for the day, disconnected from the opener and manually put the door down. As soon as I did this, the sensor went back to a solid state. I thought I was in luck, so I attached the door and ran it back up. No problem. As soon as it got to the top the light began blinking again. It consistently blinks when the door is attached and open, but when I manually close it the light stops blinking. The sensor is completely clear. Why would it have a connected beam with a solid light when closed, but blinking when open?

I think you are right, safety sensor failure. You have a Genie opener?
Why it only blink with the door open? When/if the beam get weak it's harder to receive the beam and the daylight can interfere to.
With the door closed you can tweak the brackets up/down and in/out to see how far it can go without blinking and then set it in the center of that.
You can find some safety sensor HERE
