Paint's beading because glossy finishes are basically slick, nothing for the new paint to grip onto.
You've got to knock down the sheen first...

Shutoff valves under the sink only stop water going TO the faucet — if the leak's from the drain side (trap, disposal, dishwasher line) those valves...
