When I start my Dell 4600 with the installation disk in it, a message comes up saying there is a newer version already installed and won't let me do a repair. How do I get around that or should I? Thanks.

chances are that the xp file you have has gone through a mess of upgrades and it won't let you "back engineer" your OS.
something you can use is called a "keyfinder" that will let you get the installation unlock codes for any software you have on your system.
usually a clean boot will allow you to reformet your system.
a common dos command fdisk will reformat your hard drive.
