Can't upload attachment

I cannot upload a photo even though I have followed all the requirements for the allowed file types and their maximum sizes. What can I be doing wrong? Thank you.

that upload program can be a little your file has to be in the upload area twice before the upload works

Thanks but I put a simple .jpg file in the upload area twice as a test (966 bytes and the dimensions are 58 × 39) but I still get a white asterisk in a red circle after both files.
