I bought this house about 2 years ago and the one bedroom window leaks even when it's not raining. I have caulked this window several times im sure it cant be coming from the out side? HELP

Since you stated that it leaks even when it is not raining, i will assume for the moment we are discussing a water leak rather than an air leak that causes a draft.
In order to have what appears to be a leak there must be some source of water. Given that this is obviously an outside wall I would doubt that there is a water line in the wall above the window so we will have to consider other sources of water.
Most likely the water is being generated by condensate moisture, but in order to produce condensate the window glass or framing has to be colder that the dew point for the air in the room.
Is there perhaps an oversized window AC in that room? Oversizing an AC will rapidly cool the room, but not allow the unit to run long enough to reduce humidity. It is for that very reason that you often see black mold buildup on walls adjacent to window AC units.
Does the house have central air, and if so, are the refrigerant lines possibly running inside that wall adjacent to the window framing? If so, the suction line may be cooling the air in the wall cavity which is resulting in condensate forming on the window frame. If that is the case, the problem can be solved by insulating the suction line.
Check the gutters and downspouts. If a downspout is obstructed the gutter may be holding water like a resevoir and it can then be slowly dripping through a seam over a long period of time.
If you have an attic mounted HVAC unit or water heater, which is common in new construction, check the condensate or drip pan drain lines.
Also, check the attic space to see if you have a bathroom exhaust that is terminated in the attic space, which could result in condenste moisture building up in the insulation and dripping down through the framing. It is best to always vent the exhaust fan completely outside the house.
