exterior plastering/stucco

I have a spanish style home with a rough stucco exterior finish, I need to know if I can plaster/stucco over the existing finish with a smooth finish with coloring

Yes you can. Depending on how rough your wall is now you may want to knock off any high peaks before you start. The surface also must be clean.
