The washing drum on my Model LT5100XVWO wobbles when spinning. I am trying to see if the balance spring is off or broken. What is the easiest way to expose the drum-take the front panel off? If so, how can I undo the two locks on the top inside of the panel? Thanks

That could be a possibility or the suspension 'struts' (see the following link).

What is the easiest way to expose the [tubs]? take the front panel off?

That is the way the washer section likely needs to be serviced, yes. I believe the slanted panel between the washer and dryer needs to be removed first, than the washer top to access the screws holding on the front panel from inside.
