I have a kitchenaid cooktop/convection oven and the control panel/oven controls don't seem to be working, and the warmer drawer seems to be lock and won't open.

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number. If you post it we can at least look it up to see what appliance design you're dealing with to try to answer your questions.

Do neither the oven nor surface element controls function?

Are any of the displays/lights working??
