I notice that when I turn on the garbage disposal the vibration will open the drainage pipe causing leaking. I have retightened the pipe endless times but it continues to open. I have replace the white plastic washer . any suggestions are appreciated.

You state that you had tightened the original nut numerous times, and had changed the compression nut. Now you are having difficulty getting a new nut on?
Sight unseen I would guess that you perhaps have one of two problems.
Perhaps the pipe you are joining too is cut too short. Properly when assembling a slip joint the male end of the preceeding pipe should go 3/4 inch to 1 inch into the female section. Be sure to wipe the female end real good to clean away any oils or grease.
The second possibility is that you may be getting the compression washer on backwards, which would account for why the joint is not tightening properly.
Examine the compression washer and you will see it has a beveled edge. When properly installed the thin side of the bevel must go towards the end of the pipe with the thicker side against the nut. In this manner the nut forces the compression washer into the space between the two pipes like a wedge. If the compression washer should happen to be put in with the bevel toward the nut the flat end of the washer will hit the adjoining pipe and push the adjoining pipe away from the joint as the nut is tightened or the thin side of the washer wedges between the nut and the pipe preventing the nut from tightening.
