Whirlpool electric range burner

Back burer on neighbor's electric range is on high regardless of what the knob is turned to. Is it the knob control or the burner element that needs replacing?
Whirlpool model RF315PXMW, serial RP31310116.

Element switch

Only a switch failure (see the following links) can cause a stove element to remain on high constantly. If it was not heating enough, the element itself might instead be responsible.
