The right hand side door handle of my relative new (1.2 yrs) side by side is loose and getting looser by the day. I can not see an access to a screw to tighten, but I do see what might be a small set screw head in the inside of the handle. Is this an allen head? Can tightening this solve my problem?

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number so we can look up to see how it was designed.

That looks like a valid model number but I can not find it listed anywhere to get a look at its parts lists to see how it was designed. I looked up a likely slightly earlier model PSS29NSTA... and have never come across the handle used on it to know how it is secured to the cabinet.
You might have to try asking a GE factory authorized service depot to see if they can give you any tips. Sorry. I doubt GE's telephone support line will help you but you could ask them for the phone number of the nearest service depot to contact them directly.
