GE portable dishwasher water issues

Water is getting into the washer, but is not putting enough pressure to get inside the dishwasher itself..won't push up the water tower in the middle of the sweep arms. Any ideas??

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number.

After a fill when the machine starts washing, how high is the water in the tub as compared to the heater element? It should usually be to just below it.
