want to repair toilet paper holder but no visible screws

Hi all, just moved into a new place and the toilet paper holder is loose... when i went to tighten, there are no screws visible!! anyone seen anything like this?

this thing has no visible screws and i cant unscrew it out all the way... something is restricting it from coming out, which makes me think there is a screw in there somewhere.
