i was switching my breakers on and off yesterday so that i could label them. After i finished i turned them all back to on. Now i am not getting any power to my hot water heater. What should i check?

It's possible that your breaker is not properly seated. Open the breaker up. Now push on the front of it to ensure that it is seated properly. If that doesn't work then you will have to pull off the cover of the main panel and remove and reinstall this breaker. This will be a 240 volt breaker so be aware that this can be dangerous if you're not used to working in an electrical panel. You may even want to open your main breaker first. Here's a link that shows how to install a breaker, but yours will be a double.

There's also a reset button on the water heater. Check that as well.....(maybe first?)
