Kitchen and bathroom fans

I have just moved into a new flat and am not sure if the bathroom and kitchen ceiling fans are working. I can feel a slight draft near the fan.

remove the grill and look at the fan blades. exhaust fans have a damper inline with the discharge ducting that opens and closes with air flow.
same with a horizontal fan in the kitchen. take the cover off and look at it.
