There is no code for outlet height, generally speaking they are 12"-16" to the center of the outlet from the finished floor. They must not be further apart than 8' and can not (now) be installed under windows.Little about a lot and a lot about a little.

Receptacles can literally be anywhere. To be counted as a required wall receptacle it can be anywhere from 5.5' high on the wall, down to the floor or even in the floor within 18" of the wall.
They also can be no more than 12' apart, NOT 8'.
And I am not sure where you heard of this mythical window restriction.
