    Flourescent trouble light issue....

    It takes a Philips PLS 13W/841/2P bulb. I thought it needed a new one, but that does not work either. Checked the transformer and found 120 does go into it, but strangely 120V is coming out of it! I checked both tabs (red) against the white neutral. Is the transformer the culprit? It registers 31 ohms. Can a bulb like that be checked?

    there should be a flourescent starter inliine with one line going to the tube. its function is to vaporize the mercury inside the tube for an instant so the tube will arc and conduct power.
