    How do I temporarily disconnect the house power wires so I can install a new curcuit breaker panel.

      If you're the bit squeemish about working on Hot wires, don't even attempt it. You need to get to where the wires comes from the pole to the house. Mind you this service lateral is NOT fused! It's HOT all the time and comes from the "crib" line from the transformer from the power company.
      It may be better for you to contact the power company to send out a line crew to disconnect the circuit for you. We don't need a forum poster to get fried!
