    I recently moved into an apartment and was in the basement looking things over and noticed the panel cover off. Deciding to familiarize myself with the breakers to my apartment, I noticed one of the 15a breakers had two black wires attached to it.. Is this a problem or can I ignore it?

    Yes, evidently the person before you didn't know anything about electrical. The best way is to get a twin 15 breaker to fit the panel What this is - is two separate breakers half sized so that it'll fit the same 1 inch space. The other out which isn't the best but will work is make up a short pigtail, remove both wires and twist the three together. Fasten with a wirenut and put the other end of the pigtail under the breaker screw clamp and tighten. About circuit breakers - one screw clamp 1 wire. If it had factory installed double lugs, two wires....
