Does bonding two panels mean running a ground from the ground/neutral bar, from panel with the ground rod to the other panel as well as a neutral?

Bonding means connecting both panels so that there is no potential difference bewteen the two. Enclosure ground or equipment ground is different than neutral to ground. I know it sounds dumb but that's the way it is. A stand alone panelbox has the neutral bonded to the panel frame through the bonding jumper or screw. Bonding two panels together means connecting the two frames together so that there is no objectionable path of current to ground.
