Separate breaker box for second floor

I have a 100 year old house. The second floor has old/unsafe wiring. I want to install a separate "box" with breakers for everything on the 2nd floor. My sons and I will rewire the entire floor. My goal is a safe house, and the ability to turn off 2nd floor with one switch (when boys leave home), Do I have to have licensed electrician do this? Is it even possible to do this? HELP!!

If you need a license or not is a local requirement. Check with your local building office.
