120 volts on white wire

I have a plug that reads 120 volts on the white wire to ground. 120 volts on the black to ground and 0 volts between black and white. Nothing works. ????

upstream of that outlet is a wiring boo boo

Upstream of that box there is an open neutral. You need to check out every box on that circuit.

Turn off the breaker and go around and check every box that is dead.
