About 5 years ago I bought an older trailer (~30 yr old) for cheap. I replaced some bad outlets (used to work some with my Dad, know how to do the simple stuff) and the electrical was working fine until recently. Now I have been having periodic browning which comes and goes across the entire house, and is not related to any particular appliance running. And just this morning I had a few instances of spiking as well (lights got unusually bright for ~ 1sec about six times). The power company has already checked the supply ground from the meter. What am I looking at here and how much might this end up costing me?

Sounds like a service neutral problem. This could be anywhere from the meter to the main disconnect to the panel.
At minimum it will cost you a service call from an electrician. Could be as simple as that, or you might need a service replacement.
Price? Impossible to tell. I'd say a $75-$100 minimum call to start.
