    Fluorescent light flicker

What causes newly installed fluorescent lights to flicker? The light is bright enough. There is no hum, buzz or other noise - just flicker.

sometimes when the mercury inside the tube isn't fully heated, the tube tries and keeps on firing - trying to establish a steady arc inside. the established arc is what creates the phosphorescence that excites the tube's internal coating that creates the visible light.
