Can Light not working

i have a can light and it doesnt work but when i hook a v-meter up to it, it shows voltage, i tried to check on the metal prong to make sure it was sticking up high enough for a connection and it seems like it is, i even brought it up a little bit more to make sure, light still wont work though.
any suggestions?

in between the screw shell and the power wires is a thermal overload pellet, mounted in the can shell. replace this thing or just bypass it until you can get a replacement.
