    I am going to be installing tile on my basement floor. There is not a moisture problem. I am going to scrape up all of the loose paint. My question is: should I use a floor etcher to make the surface abrasive?

    The simple answer would be "yes". The floor has previously been painted and no matter how hard you scrap the paint back you will not get it all. A simple and cheap concrete cleaning/prep. product available at any hardware store would do the job.
    Make sure you read the directions and ventilate as best you can, most of the cleaners have some level of toxicity to them.

      dilute muriatic acid might etch the concrete and provide "tooth" for the adhesive. again use chemical gloves, a mask and lots of ventilation.
