No air flow. SFD locked down.

Hey all, i have a room thats getting zero airflow, the other areas supplied by this unit are getting perfect airflow. so i looked on the building plans and i see a smoke fire damper is in the duct right near where the room with no flow is. i will be getting up there to check out the sfd but im wondering if anyone can give me a few quick tips on what to look for or the best ways to troubleshoot the sfd. its a newish system (about 2years old) and from what ive been told the room in question has never gotten any airflow. so im assuming the motor A: never got hooked up B: got hooked up backwards so when its supposed to be open its closed.

any helpful tips or pointers on dealing with these would be greatly appreciated !
