Air but no heat

I have two units in my house. The unit upstairs is blowing heat but the one on the first floor is blowing cool air. I've tried flipping the breaker and nothing has changed. What could be the problem?

You need to offer a little more info, Heat pump? Nat gas furnace? LP gas furnace? Electric Furnace?
When you turned breaker off an back on what happened?
Is it a 90+ or 80 + furnace
What brand ?
How old ?
Is it spark or glow bar ? Paul
